The Mission of the Department of Special Education, as stated in the Law 3699/2008 (article 14, par. 3), is the following:  

  • “scientific research, study and documentation of special education issues
  • planning and support for the development of Training programs, in collaboration with the relevant Training Department of the Pedagogical Institute, the “ΠΕΚ” and the relevant University Departments
  • planning and development of curricula as well as planning of didactic and additional supportive material for the education of students with disabilities and special educational needs
  • evaluation of special education programs in collaboration with the Evaluation Department of the Pedagogical Institute
  • promotion and implementation of ICT
  • scientific support of the work of the Special School Councilors, the “ΕΕΠ” Councilors as well as of the special education programs
  • collaboration with Greek and foreign scientific institutions and organisations as well as with specialized personnel, aiming at the promotion of special education issues
  • Evaluation of the “KΕΔΔΥ” work”

 

In article 34, paragraph of 6 of the same Law, its mission is supplemented by the following:

“Following the decisions of the Minister of National Education and Religious Affairs, published after the submission of the proposal by the Department of Special Education, the following issues are regulated with regard to:

 

a) Integration, study and graduation of students with disability or with special educational needs enrolling in all school types “ΕΑΕ, ΤΕ” and early intervention programs as well as programs of parallel support,

b) The name and title, as well as the specialized school type, as well as the minimum number of students enrolling in the relevant school units and classes,

c) The provision of education at home and the programs of parallel support,

d) The specialized duties and obligations of “ΣΜΕΑΕ” and “ΚΕΔΔΥ” personnel,

e) The identification, diagnosis, enrollment, re- enrollment, and evaluation and placement of people with special educational needs in autonomous units of “ΣΜΕΑΕ” and “TE”,

f) The schedule of instruction on a weekly basis or other responsibilities of the Special Education Personnel,

g) The organization and operation of ‘ΣΜΕΑΕ”, the structure and the curricular teaching units, as well as the type and the form of supportive services,

h) The distribution of personnel, according to the specialties (“ΕΠ, ΕΕΠ” and “ΕΒΠ”) in each “ΣΜΕΑΕ” or ‘ΚΕΔΔΥ”,

 i) The process of foundation and operation of Parents’ Associations, which participate in and collaborate with the services of the Ministry of National Education and Religious Affairs,

j) The provision of advisory and supporting services to parents of children with special educational needs,

k) The examination, assessment, scoring and the advancement of students enrolling in “ΣΜΕΑΕ” and the students with disability and special educational needs, who enroll in regular school classes.

l) Additional supportive means that are accessible and scientifically acceptable and can be used for the teaching of students with serious loss of hearing and/or with serious visual impairment”.

 

In addition, according to the Law 3699/2008, the mission of the Pedagogical Institute includes the following: 

  • Program planning of early intervention of special kindergartens (article 8.2).
  • Program planning for the Training of Special Educational Personnel and the Special Supportive Personnel in the Ministry of Education, Life Long Learning and Religious Affairs (article 25.2).
  • The recommendation for the development of Model Assessments and Special Educational Programs by Faculties or Departments of Higher Education Institutions concerning students with one or more mental abilities and talents, following relevant invitation by the Ministry of Education, Life Long Learning and Religious Affairs and after having expressed relevant interest (article 3.3).
  • The participation of a representative, a Councilor or a Deputy of the Special Education Department of the Pedagogical Institute in the Committee “ENORASIS,” which is a Corporate Administrative Body of the Ministry of Education, Life Long Learning and Religious Affairs, under the title: “National Accreditation Institute of Competency in the Greek Sign Language and Braille (article 7.3).
  • The recommendation to the Minister of Education, Life Long Learning and Religious Affairs, aiming at the identification of duties and responsibilities of the educational personnel, the special educational and special supportive personnel in special education schools as well as the identification of duties and responsibilities of the special personnel in ‘ΚΕΔΔΥ’ (article 34.6).
  • The recommendation to the Minister of Education, Life Long Learning and Religious Affairs and the Minister of Internal Affairs, Economy and Finance, aiming at: (a) the formation of positions for school councilors concerning preschool and secondary education, as well as the positions concerning special school councilors of all specialties, as well as the identification of the procedure and their responsibilities, (b) the identification or modification of specialties or positions for teachers “ΕΑΕ, ΕΕΠ” and “ΕΒΠ’, the formal qualifications, and other information concerning the personnel (article 34.1).
  • Finally, concerning permanent nominations of “ΕΕΠ’ and ‘ΕΒΠ’, as well as the selection of Deputies in ‘ΚΕΔΔΥ”, the “ΥΣΕΕΠ” sits under the presidency of the Chairman of the Special Education Department of the Pedagogical Institute (article 24.3)
